Being that close, you should not be using 21dBm TX power. What antennas are you using?

master 26 DBi and slave 31DBi

Yes but what brand of antennas are you using?

With the distance you are shooting and the size antennas you are using, you should have WAY more RX power then the -60 which is what you are seeing.

Does the link have a clear Line of Sight? A tree or building in the way could easily be what is killing the link.

I would spend a bit of time on the Mimosa Design Tool and simulate your link there, play with the TX powers until you are around the 40 dBm (honestly, you should only need 5-10 dB of output power for that.

Then I would recommend realigning your link until you get that signal strength. That will help your TX and RX rate a boatload and help with the noise in the link as well.
